Do u think it is necessary

My parents told me that roads are going to be repaired in my area tomorrow, so when the workers started their work i got awkward to see the roads as u see in the second picture. Where as in the first picture the roads were good in condition and there is no need to put new roads, But instead the workers told that they are going to put cement roads on ours streets, see the third picture. As far now there is no need to put new roads here but they spoiled our streets with these cement roads in sake of putting new roads. All people in our area got angry and worried to see those cement roads because tar roads were better worth and comfortable than these cement roads. See how government is wasting their money and time in doing these things, as we know many areas and street in our city do not have proper roads so they can first repair that instead spoiling the roads which are good and putting once again road over it.
